Barangay Rizal have four (4) purok namely; purok San pedro, purok Malapano, purok Malunggay, purok Tulingan. Barangay Rizal had so many fish caught by fisherman’s were many people buy and sell the fish they caught, there are also bankas for fisherman. Some of the people in other barangay go to rizal covered court whenever there is an event made by SPYOR (Saint Peter Youth Organization of Rizal), teacher’s and etc. In case of emergency you can also contact w/ other people for the use of signals there are also a chapel where you can pray or attend mass every sunday. Barangay Rizal weaknesses is that flashflood flows whenever their is a storm, no water if the light is out and so many alcoholic person. As a student rather a rizalians we have also a suggestions so that the weaknesses of the brgy. rizal became the strength is that made/make the extension of the river so that it can never cause flashflood, have a seminar for those who want to have a small family, tree planting to avoid flashflood, and also give them lemitation to drink. The Municipality of macrohon provides free services, like feeding program for children, free check- up for senior citizens, (magpahingo) and curfew every 10:00 pm - 4:00 pm. They also provide proper seggretion and etc. The barangay rizal also have treat which is one can cause flash flood when these is upcoming storm.
History
During the Spanish regime, this Barangay was just a sitio of poblacion (Macrohon). The old folks called the place Balio (pronounced Ba-liw) since the place has plenty of baliw,a plant used for making mats and baskets as their main cottage industry. The place is also near the sea thus the people learned fishing by using bancas, fish line made from native materials and spears. People from nearby places immigrated to the place for a better living. The population grow more bigger for a couple of years and they become Cabeceria in 1906. From a Cabeceria, it was change into a barrio. This time the barrio folks had change the name Balio to Rizal honoring Dr. Jose P. Rizal, the nation’s National Hero. Barrio Rizal was headed by a Teniente del Barrio named Dalmacio Pagolong during the american regime until 1927. Then a succession of Teniente del Barrio who headed the place which saw Teniente Quirico Cervantes in 1930. Teniente Nemesio Tiempo in 1936 and Teniente Alfonso Loquinario in 1942. After World War ll, Teniente Leonardo Peligero lead the barrio until 1948; then Teniente Severino Sinoc in 1952, the Elizardo Kuizon in 1956 and Teniente Lorenzo Tiempo until 1961. When President Diosdado Macapagal was elected to office , Republic Act. no: 2370 of 1959 was amended by Republic Act. no: 3590 which created the “ New Barrio Charter” changing barrio Lieutenant or Teniente del Barrio Captain with one (1) Barrio Captain six (6) Counselor which was approved last June 22, 1963. The new barrio captain barrio rizal elected was Lorenzo Tiempo with his six (6) Counselors. After the death of barrio captain Lorenzo Tiempo, Mr. Eco was elected barrio captain in 1981 but was replaced by Mr. Salvador Quico as the barrio OIC Captain when Corazon C. aQUINO was sworn into office as President of the Philippines by “people’s power” mandated.In 1989 and 1994, the former barrio Captain Salvador was elected to office. The new counselors elected were Mr. Ismael K. Tantoy, Mr. Pedro Sinoc (deceased), Mr. Antonio dabuet, Mr. Benjamin Cervantes, Mr. Renato Panquico and Mr. Severino Deligero.
During the 1994 barangay election, the new set of officers elected were honorable Ismael K. Tantoy as the new punong barangay. The other six kagawad elected were hon. Alan Jose K. Aroy, hon. Gabriel Y. Kuizon, hon. Benjamin A. Cervantes, hon. Francisco P. Aroy, Hon. Candido P. Manile, hon. Florencio B. Cervantes and hon. Eladio P. Guianan. Sworn into office as barangay secretary is hon. Carmen D. Pasquin and hon. Josefino P. Manile as treasurer. The set of officers in Barangay Rizal, Macrohon, Southern Leyte will serve their duties and functions until May 1997.
